Geneva, present day. Victor Hale, a senior analyst for ATLAS — the Allied Transatlantic Liaison for Analysis and Security — has been found dead in his apartment. The coroner rules it a suicide, but Elena Voss doesn't believe it. Hale was the custodian of the Lazarus Protocol: a classified dossier containing the identities and cover stories of thirty ATLAS assets embedded deep in Eastern Europe. The dossier is gone. Someone inside the alliance sold it — or is about to. The clock is running. Once the Protocol is activated, those agents are dead.
